He also has extensive experience of advising and litigating in housing matters. He was recently instructed by a Mersyside local authority in a case before the Upper Tribunal (Lands Chamber) concerning the Housing Health and Safety Rating System. He has substantial experience of premises licensing, including appearing before and advising local authority licensing committees and conducting magistrates' courts appeals. He appeared before the Upper Tribunal (Lands Chamber) against Leading Counsel in Fayle v Sefton Metropolitan Borough Council EWLands ACQ 359 2008 a reference concerning compensation for compulsory purchase and appropriate comparables. He has experience of advising and litigating in cases concerning a range of public rights over land including highways and town and village greens. He was secretary of the working group of Norh West lawyers who campaigned for the regionalisation of the Administrative Court and is a member of the successor organisation to that working group, the Northern Administrative Law Association. Building on substantial academic experience of public law as an undergraduate at the London School of Economics and as a postgraduate reading for the BCL at Oxford University, Hugh continues to take a keen interest in developments in public law. |
